The mission of the Chesapeake Virginia Beach Achievement Foundation is to advance the educational achievement, leadership development, social growth, and overall well-being of youth and families throughout Hampton Roads.

CVBAF accomplishes this mission through scholarships, mentoring, educational programs, community partnerships, and leadership development opportunities. Our programs provide participants with practical knowledge and experiences in areas such as college preparation, financial literacy and investing, career readiness, professional development, leadership, health and wellness, community service, personal responsibility, and public speaking.

Through these efforts, CVBAF seeks to prepare the next generation of leaders to succeed academically, professionally, and personally while encouraging them to serve and strengthen their communities.

Elegear J. Primus is President of NetCentric Alliance LLC and a retired U.S. Air Force Lieutenant Colonel with more than 30 years of leadership experience in federal contracting, acquisition, and business development. He serves as Hampton Roads Community of Interest President for the National Veteran Small Business Coalition and is a graduate of Syracuse University, Troy State University, and Harvard Kennedy School’s Senior Executive Fellows program.
